Search for similar sounding tracks to filter out submissions that are already on the radio

Description:
There should be a way of audio analysing songs on the radio so that when songs are submitted by users, it can be compared against all of the other songs to determine whether it is already on the radio or not. This will hopefully make it easier for the judges and submitters, especially as song titles may be translated into English sometimes and may not be searchable.

This will probably use some stock standard audio fingerprinting algorithm.
