KPF - NEID Comparison method/plot

This plot is awesome. We should be able to generate it for any date range as a way to check on KPF's performance. What's the best way to make this happen? @rrubenza, what are your thoughts? We'll also need a strategy for getting the solar NEID RVs on shrek.

I have NEID RVs saved on shrek in a csv file already, to make this plot we just need the same set of filters @shalverson was using (to select RVs from same day in time-overlap regions to do apples-to-apples binning) and to then grab RVs from the socal and neid csv files.
