Berseria won't launch stops launching after fix was installed (d3d9.dll file) #9

Just got the game yesterday and got the patch. Just noticed today that this was happening upon launching the game. It does seem uninstalling and then reinstalling the patch seems to get the game running with the fix. Upon looking at the task manager it seems the "Tales of Berseria.exe" file is running but Windows does not display the game. |

Exact issue as OP, only works the first time after an Uninstall and Reinstall using the manager, I'm guessing something happened after the fall creators update? |
I was having this same issue and seem to have fixed it by disabling Windows' game bar. You can find it in Windows' settings -> Gaming -> Game Bar. |
@Falumir game bar is disabled here already though. |
Did you try editing the game_folder/Version/installed.ini and setting the Frequency=never under the [Update.User] section? |

Immediately after the fix is installed, it will play just fine. However after shutting down the game relaunch it, it won't launch anymore. Steam will run it but it game won't start or even pull up the Bandai Namco Logo or Main Menu.
However once I remove the d3d9.ldl file, which effectively removes the 'fix', the game starts with no problem.
Uninstalling and reinstalling will get the game running with the fix, though it's pretty cumbersome to do that every time you start the game.
Upon research perhaps a third party software would be interfering with the d3d9.dll file. Has anyone else experienced this?
