With Data-URLs it would be easy to make self-contained entries (containing the download data). For tiny mods like many ModuleManager-mods this could be a viable option even when adding to the index.
For sharing mods without adding them to the index this could be a useful solution, too.
It would be quite easy to implement and would of course not violate the spec.

If there's a bug fix, the author would have to return to the form and recreate the metadata with the new file contents, and then the team would have to sort it out in a CKAN-meta pull request? Seems very manual-editing oriented, in contrast to the netkan approach of filling in a template.
