The best way seems to be to implement a minimal server using authentication like in https://github.com/github/platform-samples/blob/master/api/ruby/basics-of-authentication/server.rb and create an issue like https://developer.github.com/v3/issues/#create-an-issue instead of a full pull request.

But only for people with a GitHub account...

For people without, authenticating via Forum would be an option. Like "send a PM via KSP forum with 'Add me utzkgftzufhj' to Blauerdaemon"
