Add some code on testnet mode so we can properly test the citizenship ceremony.

Perhaps create some API that can make an account a visitor/citizen/resident on testnet (testnet only obviously)

Or an account with rights

The process needs to be definied and supported with code in the light wallet and maybe some APIs or test accounts on testnet.

This ticket is about how to design the process so we can reliably and repeatedly test the citizenship ceremony procedure.
