When use_permissions_api is false, OPs cannot set fancy nicknames for other players. #300

Basically, since perms checks detect if you're allowed to have the nickname, rather than if you're allowed to set the nickname, this is funky.

Might be worth looking into changing this across the board (though I think I had reasons for doing it this way, will have to spend some time re-familiarizing myself with it).

At least, I think it should be possible/reasonable to remove this restriction in the use_permissions_api=false case.
