Personal yet public routes

What is the problem this feature will solve?

The primary goal is to allow trusted users to maintain a list of routes that IHM can incorporate into its public routes layers. Such routes, similar to iNature, Nakeb, and Jeepolog, will not be stored in OSM and will not be subject to its guidelines.

A secondary goal, which could be carved-out into a separate issue, is to allow users to make some of their shared routes available publicly, although they are not used in IHM's public routes

What is the feature you are proposing to solve the problem?

For goal 1:

1. Allow users to attach their own picture to a saved route
2. The public routes of dedicated IHM accounts will be added to the public routes list

For goal 2:

1. Allow users to mark any saved route as a public route
2. Provide a simple front-page for a user's public routes. This could be a list, similar to the current list of saved routes, or a map showing the routes in some way
