Penals

  • Make penals not a build-able, but like a free unit spawned through decision
  • Give penals a way to redeem themselves, possibly turn them into normal division when reaching a certain veterancy?
  • Give AI Soviets and Germans penals through events?
  • Namelists

Commissars

  • Turn commissars from an actual unit into something else?
  • Automatic trait given to (and taken from) commanders?
  • General trait that improves penals beneath them?
  • Tech improves it

Prison Labour

  • Turn into decision.
  • Tech improves it.
