Describe the bug
Some IP addresses are anonymized in the OONI dataset. Our crawler tries to convert them to IP addresses, creating this error:

 '[scrubbed]' does not appear to be an IPv4 or IPv6 address

Expected behavior
I think we should simply ignore these IP addresses. Though I'm not sure if it breaks the logic in the code.
