Cert Scheme Revision: Chapter 4 Component Certification

Provide chapter 4 for the new version of the certification scheme in the following branch: https://github.com/International-Data-Spaces-Association/IDS-RAM_4_0/tree/cert_scheme_revision (@mohuber and @nadjamenz )

• more details on the different levels and when to use which one (which role in the IDS shall fulfill which Trust Level)
• overview on the evaluation process for the three Assurance Levels → link to test specifications
• Explaining the structure and content of the criteria catalog (WITHOUT duplicating it)
• IDS Reference Testbed – how and where shall it be used (@Sonia-IDSA)
• Certification for ALL IDS components → for which of them do we need which kind of certification – where is certification mandatory, optional, not needed, under discussion
• Links to: criteria catalog, reused standards, questionnaire, test specifications

Time plan:

• Version for review of the WG Certification until June, 17th 2022
• Feedback received and integrated until WG Meeting on June, 29th 2022
• Official approval of the new version in the WG Meeting

@mohuber How to we want to rework the Section on the criteria catalog(s)? A general, brief intro followed by two subsections, one for Connectors, one for Brokers, or keep one section only for Connectors?
What I don't think will be possible is to rewrite the current Connector-specific section to be applicable to both components.
