Currently there is code in both the application/controllers/scheduled_tasks file and the notification_emails module that can send an email as a result of a notification. Needs to be rationalised into 1 place.

Note the digest mode in the notifications table does not seem to be handled consistently - it should be used unless null, in which case the user's default setting should be used.
