Overview of the Feature Request
There are several TODO existing, related to FileEmbargoDate, FileDate, FileMetadata.

The file related components should use the HTML element with the dateTime attribute. Reference: https://developer.mozilla.org/en-US/docs/Web/HTML/Element/time

Meanwhile, we need change the format of the date to "YYYY-MM-DD" because the current format is in a different way.

What kind of user is the feature intended for?
SPA users
