Added Json Schema and a sample example at schema.igsn.org/json/v0.0.1/csiro_desc_json
Remarks:

• Simplified some metadata elements by excluding attributes

• The original XML metadata schema (v3) supports different NIL types, this was not included in the json schema.

• The original XML metadata schema (v3) supports descriptions of multiple samples (see resources > resource). In future, this can be omitted from the json schema.

• "$id": "https://igsn.csiro.au/schemas/3.0/desc.json" --> fake id url

• All enumeration included in the same json schema; one may use $ref property to refer to schemas defined in external files..
