First argument is a absolute path to the Chatty Log.
Second argument is the time stamp for the VOD start time.
Can be given with or without time offset, but it shouldn't make a difference if your provided start time is in the same timezone as the log.

Third argument is the streamer name.
Fourth argument is the streamer's twitch ID.
