Implement actual goal system

As of right now there is no real goal system in place. A goal can be recorded but no action is ever taken on this value. Goal should be made into a first class citizen and tracked in a separate table

Goal features

1. Tweet when a user completes a goal
2. Be able to set per language and per medium goals
3. Display something on the ranking page when a user has accomplished a non-trivial goal
