Tagbot is failing on multiple subrepos. Still need to investigate why, but it seems to be something with permissions.

We are cautiously optimistic that we might have eventually found a possible solution:

HerbSearch: Removed the rules around tag in the repository under Settings -> Code and automation -> Rules -> Rulesets.
HerbGrammar: Removed DOCUMENTER_TOKEN from Repository secrets under Settings -> Security -> Secrets and variables -> Actions

Wait and see if that solved the issue.
