I hope this can decrease Chinese post in main (English) forum.

I don't think it's good idea, because most of the non-english forums are very low on traffic.
Maybe automatically put these topics to a "Foreign language topic" if non-english characters detected or make the language selection mandatory and add filter function (like on zerosites)?
