Update setup script to cover Halium 9.0 additional packages

I would remove as little as possible of course. Just the update_engine itself we shouldn't need really right since it relies on Java at least from what I've seen.

@Herrie82 the crash dump policy is needed by minijail which seems to be needed either for sensors or OMX on that devices. I forgot ;)
