HL7 template build fails #100

The current build error appears to be related to the "publisher" information in sushi-comfig.yaml. We need to change it to be the WG information. See US Core's for example: https://github.com/HL7/US-Core/blob/a5d1a13e288c2ab41c7d29352ab83ebf77e36c2a/sushi-config.yaml#L17. Also see the XSLT's checks here: https://github.com/HL7/ig-template-hl7/blob/dfd5059b1900222ff8dbbf4691d1b9623e738c85/scripts/onGenerate.jira.xslt#L28
