SubCluster storage for merged clusters -change to ids instead of pointers?

A merged cluster contains info about the subclusters that it was made from. At present the SubClusters are stored as a list of const pointers to clusters. It may instead be possible (and simpler and cleaner) to store only the identifiers of the subclusters. Check this out and implement if it is possible.
