Add a new way to priorize urges

Currently the priority system for activities is sufficient. However in the long term urges need to have a specific weight associated with them.

For example the urge to eat should have a higher weight in comparison to the urge to socialise.
There should be a multiplicator applied to it at the final value comparison.
