Update year_baseline to 2023 or 2024

The year_baseline represents the year which separates the past (based on reference data) and the future (where the path to CO2 neutrality starts).

It is currently set to 2022. But the year_baseline should nearly be the current year.
Please be aware that therefore are some further changes necessary (see CO2e_total_2021_estimated for example).

After the big data update of the reference data, we should look into this and update the year_baseline.
