Check that the geodata 100k coastline mask behaves OK #29

This version of the polygon generation uses a datacube-indexed coastline mask instead of @CEKrause's custom coastline mask. We should check that the results are sufficiently similar and that the coastline mask behaves correctly in the ocean.

Switch back to @CEKrause's coastline by putting a shp into this repo
