The fix at runtime is:
journalctl --update-catalog

But this shouldn't be happening in the first place.
There is almost certainly a package that is not triggering journalctl --update-catalog after installation.

Either we need to hook portage to do this update, or the systemd.eclass needs to do it. Potentially a bug needs to be filed with upstream gentoo.
