The down arrow key is not functioning in text boxes

When in a text box, I am unable to use the down arrow key to move the cursor down lines. For example.

This is some text
Here is some more.

Say the arrow key is on the first line. I should be able to use the arrow keys to navigate the cursor down to the second line, however it only works going up Up.

Also another something I noticed is if you highlight text in a text box and try to paste something over the top of it, the old text is kept and the new is put where ever the cursor was before highlighting text.
