Update analytics event taxonomy to align with David Kaufmann's taxonomy

Description

Nick will have several meetings with David to align on naming conventions/taxonomy.

Specifics to cover include:

• Data layer variables (i.e. putting bf_ before all Benefit Finder data layer variables)
• Whether to create individual events for each user action or create categories of events that use variables and parameters to distinguish between specific actions
• Identify which events we will track in common through the Head, Header, Footer (HHF) container

Update:
While there will be an ongoing need to align with David on all future analytics events, we now have event parameters for current events (Phase 1 and 2) aligned with the same style used by the rest of USAGov.
