stticher resume partial reservation

If stitcher died partway through, it would be nice if stitcher could pick up where it left off. The idea is that stitcher would read in this partial manifest and/or partial request, and figure out which AMs still need a reservation, and try to do it. Presumably between the initial run and trying to resume, either time has passed, or the experimenter edited the request, or something else changed. Or perhaps it does a listResources at the suggested AMs to see what they really have.
