Remove WinREG download capability from FreeREG #2728

As long as transcribers are using WinREG, I think we should have a download link for those times when they need a fresh install — a new computer, say. Some find it significantly easier to use than a spreadsheet. |
We decided in scrum that we'll remove download for new users, but existing users who want to re-download WinREG can contact a member of the FR Exec to obtain the link. We'll run it past the steering group first. |

I suggest that we wait to remove the WinREG download link until we address the issue with lag when using FreeComETT from places distant from the server, as this lag significantly affects FreeComETT's usability. |
Removal will be discussed at the steering group meeting on the 23rd per Alexandra. The link will be removed so that new transcribers will not be able to download it, they will have to use flexible spreadsheets between the removal of the link and the launch of FreeComETT. Coords will still be able to access the link in case their existing transcriber get a new computer, etc. However, we are getting more reports of WinREG being unable to be used after a new download, among other things. We have no way to fix these or any other issues. No bearing on where anyone is in the world as the program may not work if someone downloads it afresh. |

WinREG will not be updated again, so perhaps now is the time to remove the ability to download it from the website, and have people use Excel spreadsheet formats until FreeComETT is launched.
