menu for small screens

add a drop down menu like at ok-de, so menu can be also used at small screens. right now, the menu disappears at small screen, so navigation can only be done via landing page.

as support: the okfn.de page is online at their github repository and can be used for research. they use an index.js file, where they code the menu.
