Could you provide some source of tutorials or documentation. There is a README.md with the motivation. And there is a number of tutorials mostly describing how beneficial is to use it. LDRD (or some other RD grant) with the motivation. Here is the repository with ~4k commits.

This is in the context of the art/LArSoft projects and the conversion of ups packages to spack packages.
This requires the creation of cetmodules which is a conversion of cetbuildtools CMake macros for use in a non-ups environment.
Spack-dev also requires the use of the version of spack from this org because it contains modifications not yet merged into upstream spack.
