Header menu closes partway through when moving downwards in small screen view

Current behavior: On smaller screens (where the header becomes a single vertical menu), it is impossible to access the menu items past Media when moving the mouse downwards from the top of the screen (Media has many options, and when it gets collapsed the mouse is so far down the screen it is no longer in the header)
Expected behavior: User should be able to select any option in the menu when moving the mouse in from the top of the screen (perhaps by only expanding the categories when the user clicks on them, like with the FIRST website)
Browser/OS: Chrome 86.0.4240.75 & Edge 86.0.622.38, run on Windows 10 version 1903
