Describe the bug

Test during plugfest, with the simulator (so it can be a problem with the simulator as well probably).

• Start a charging session
• Remote stop the charging session
• The evse will go to 'available' while the cable is still plugged in
• A new charging session can not be started remotely

After remote stopping the charging session and the cable is still plugged in, the evse should not go to 'available'. It should probably also be possible to remotely start a new charging session.
