For HRA we would like to override the title and description from the OWL file with the ones in the OLS config. However currently the values from the OWL file take priority

  1. Should this be the other way around (in general) so that they can be overridden for OLS?
  2. If not, can we add an option to prefer the config values over the values from the OWL?

The OWL file always trumps any config (even in OLS3 this was the case). Changing this direction of information is likely to break things. In fact, I think giving priority to the OWL file is preferable as it gives users the most flexibility.

I think option 2 is the safer option.
