Allow donors to provide a higher share of their donation to Exit relays

There appears to be a need to incentivise the running of more exit relays in the Tor network. It may be beneficial to the network for exit relays to receive a greater share of donations than other relays for the bandwidth they contribute?

I'd propose having a default where exit relays are weighted at 1.5x their normal weight, and that this value would be adjustable by the users. I'm open to any suggestions abouts the merits or possible issues with this proposal.
