Rewrap All error

Seems to just be this file, but I don't know where the issue is. Happens with both current code and alpha a11.
It should probably be caught and reported more helpfully.

1. Open file
2. Select Tools->Rewrap All

I debugged the exception as occurring on line 5334 of your input file, which is the first blank line within the /I I/ block.

I don't understand the entire algorithm, but it's certainly not the first blank line of the file. It seems likely it has to do with handling the index block.

My branch (referenced in this issue) gets rid of the exception, but I'm not planning to PR it because I don't fully understand the overall algorithm, and don't want to introduce a different bug.
