[CWM] Addressing co-op deduplication edge cases

Describe Issue
There are a hand full of cases that generate errors when deduplicating co-op entries using the presence of a .coop domain in a co-op's website field in data from sources other than DotCoop.

They are:

• Two co-ops in the same non DotCoop dataset use the same .coop primary domain. Example here.
• A co-op in a non DotCoop dataset has a .coop website but it does not appear in DotCoop data.
