if students log in to the server before graders release assignment, the spawner on the student server will create personalized_outbound /srv/nbgrader/exchange/<course_name>/personalized-outbound and /srv/nbgrader/exchange/<course_name>/personalized-outbound/<username>. Since personalized-outbound is owned by root, graders will not be able to override released_assignment_root permission.

released_user_assignment is the directory where the permission needs to be changed.
