Removing a (union-specific) include file does not recompile the webservice that includes it #586

It should always recompile imo. If the union-specific file got removed it should now use the generic version. If the generic version got removed it should throw a compile error (obviously) instead of continuing previous behaviour.

Deploying to the test environment using branch _fb_upgrade_c.d.n.core_c.tsl_to_5.3.67_6.0.14_N586.
