Create functionality to pull a roll number from asc if its doesn't exist in the database

If a roll number is not there, then the records don't show up. This makes it difficult to query people or add people who are not there in the database. The only way to add people is to use a manage.py script and import via csv. This is tedious and would require accessing the server which is not desirable.
