Replace MetaMask tutorial at LogIn w/ link to Medium post

🎩 Description

For bug reports:

• What went wrong? When someone is directed to "go to testnet.democracy.earth" they see a video that tells them how to download MetaMask, when what they really need to know is there are 3 steps to join, one of which is downloading MetaMask, the other setting up the wallet for VOTEs and applying for/getting test tokens.
• What did you expect should have happened? To be able to see/read all the steps it will take to sign into the platform
• What was the config you used? n/a
• What stacktrace or error message from your provider did you see? n/a

For feature proposals:

• What is the use case that should be solved. The more detail you describe this in the easier it is to understand for us. A citizen interested to sign up to Sovereign should have the tools to understand what steps are involved in signing up. We want to convert as many people who come to tesetnet.democracy.earth into participants with as few steps as possible.
• If there is additional config how would it look Suggest that we either in addition to or instead of (I vote instead of) that MetaMask tutorial, provide a link to the Medium post that outlines how to sign up for Sovereign (which includes all tutorials embedded right in the post.) https://words.democracy.earth/testnet-democracy-earth-is-live-129fd68d27f0
