Some fields in the "Edit-file" section of the submission process are not translated

When you are you using the Spanish translation, if you are submitting an item and try to edit the file you uploaded the Fields "Title" and "Description" would still have English labels and hints. The other fields are translated properly. This issue happens both on my test server and on demo.dspace.org

To Reproduce

1. Access Dspace-demo as a submitter
2. Change the language of the site to Spanish
3. Start the submission process.
4. Upload a file an try and click on the "Edit File" button.
5. Check if all fields are translated properly.

Expected behavior
All field's labels and hints should be in Spanish

These fields are defined in your Submission form (submission-form.xml) and therefore need to be translated in that form. Unfortunately though, there's a known issue where managing these translated forms (for all languages) is not simple.
