Description of the problem

Call the submit client with a misconfigured URL like

SUBMITBASEURL=http://localhost/domjudge/nonexistent submit/submit

and it returns a huge HTML document to stdout:

This should be handled better.

Note that #2841 is already a big improvement. Not sure we want to improve more or leave it like this.
