Improve release workflow

The current release workflow instructions are not detailed enough and can be confusing.
They could be improved a lot by providing more thorough step by step instructions, including what to do on the command line, who to ask permissions if they are not already given, what to do on github and how to fix possible problems that may occur during the release.

The Couplas RELEASE.md can be used for reference.
