Reliable reproduction steps for those interested in debugging:

1. Get a few wanted stars (preferably 2-3, at 1 ⭐ only one foot cop chases you and makes others 'forget' about you, making the repro unreliable, at higher levels cops become an annoyance - blowing up your car before you can execute this)
2. Get in a car (bonus points if it's bulletproof)
3. Get one cop to attempt to arrest you
4. Knock him over and let the car stay on his body so he can't get back up
5. Exit your car and get another car
6. Push the first car enough so the cop can get back on his feet and 'resume' arresting you - he'll remember your previous vehicle instead of your current one, and you'll get busted without that cop reaching you
