Redo the entire manifest system to use HARNESS-style manifests rather than the current ones.

Service manifests should expose all the important features of the service. Application manifests can contain a set of service manifests. Ideally, the system should allow a manifest to be downloaded from a running service / application.

Currently the old-style manifests are working but there is no support for harness-style manifests and multi-level manifests
