Yutils contains this idea. Audio in subtitles depends heavily on external resources (extract audio track from video file in supported format first) therefore it's more of an utility than part of the core.
Even more impressive than the waveform is extraction of frequencies from time-ranged samples, possible by FFT.
It's a nice-to-have feature but i see higher priority in other issues for now.
Be able to use informations about audio each frame could be used to produce audio waveforms, which are a lot modern.
