[BUG] Far too many streetlights spawning #228

Describe the bug
The roads of villages have far too many streetlights on them, entirely bordering both sides of the road when there isn't a building.

To Reproduce
Steps to reproduce the behaviour:

  1. Create a world and locate a village
  2. Click on See there are far too many streetlights

Expected behaviour
There should be some streetlights, but they shouldn't be entirely boarding the roads

I'll try to add more decorations in villages to decrease the chance for street lights.

I was looking at some other village styles too and those also seem to have quite a few other decorations placed a lot, I wonder if it would be possible to have a decoration that's just a gap, to give more gaps on the sides of the roads sometimes?
