1.10.2 Mod rehost PSA displays every time

Every time I load my client I get the screen explaining how 9minecraft is a shady site that steals mods and stuff. I recommend making this only show up once instead of every time. It's not super inconvenient or anything, but it's really easy to just add a config option that can disable this.
