Github action to install Suibase + Sui binaries #96

The github action should make it simple to:

Install all prerequesites (e.g. install rust if not already installed)
Install latest Suibase
Install Sui binaries for one or more target network (testnet, devnet...)

Idea brought up by zeuxidamus on the ChainMovers discord.

(This is a good opportunity for anyone to contribute and gain some visibility as a Suibase dev)

It was me who suggested it.

I can't make any promises, but when I get to creating CI pipelines for our projects, I'll circle back to this.
